The recreation center is named after Count Odet Philippe, who is attributed with acquainting grapefruit with Florida. Philippe was the region's first non-local pilgrim, touching base in 1842. A Tocobaga Indian hill that is arranged in the recreation center is a National Historic Landmark known as the Safety Harbor Site. The sanctuary hill is one of the last leftovers of the Tocobaga on the Pinellas Peninsula. Records show that Pedro Menéndez de Avilés, the organizer of St. Augustine, Florida, went by the site in 1566 to help facilitate a détente between the Tocobaga and the Calusa toward the south.
