The extension is situated close to a tolled segment of Delaware Route 1 that runs parallel to the St. Georges Bridge conveying U.S. Thruway 13. In November 2006, the extension was named after U.S. Representative William V. Roth, Jr., who not just loaned his name to the Roth IRA, yet was instrumental in securing government financing to fabricate the scaffold.
