The city was administrated under the Fongshan County of Taiwan Prefecture. Zuoying was a noteworthy crossroads of the Kaohsiung plain, and accordingly has vital focal points. Adjacent mountains, for example, the Turtle Mountain and the Snake Mountain made nature hindrances, making the place effectively solid. In 1684, Taiwan was added by the Qing Dynasty, which supported the key points of interest the place gave.
The Qing government set up the Fongshan County situate in Hsinglungchuang and assembled government structures and Confucian Temples, picking up its hugeness. The early Qing administration restricted the development of protective dividers in Taiwan to counteract uprisings, so the city never got its divider until 1721. In 1721, Chu Yi-kuei drove a defiance in southern Taiwan and caught the region, which had no assurance, and destroyed numerous administration structures. After the episode, Qing allowed assembling protective dividers in Taiwan.
