The pagoda was initially worked amid the Western Xia, yet the present structure dates to the Qing line. At 64.5 meters in stature it is the tallest pagoda in Ningxia. The principal pagoda was worked amid the earliest stages of Emperor Yizong of Western Xia.
The content of a dedicatory stele denoting its development has been saved, from which it is realized that the Empress Dowager requested the development of a pagoda to secure the rule of her newborn child, and as a reliquary for lodging bits of head bone of the Buddha. The development of the pagoda was finished in 1050, on the 25th day of the third month of first year of the Tianyou Chuisheng period. In 1055 an arrangement of the Tripilaka given by Emperor Renzong of Song was saved at the Chengtian Temple.

The pagoda itself is around 64.5 meters in stature, and each side of the base story is 5 meters in width. The pagoda is empty, with a passageway in the east divider, and wooden stairs pave the way to the best story, where there are windows looking in four ways.
